CDC Automates Collection and Delivery of Mail at ‘Spetssvyaz’ Rossii’

The CDC Group announces the end of test productive operations of the System for Collection and Delivery of Mail (SCDM) at the Federal State Unitary Enterprise ‘Main Center for Special Communications’ (FGUP GTsSS).

In December 2015, the Department of Special Communications of FGUP GTsSS for Moscow and the Moscow region successfully completed the test stage of implementing the System for Collection and Delivery of Mail. The System was designed by CDC specialists in compliance with the internal procedures of FGUP GTsSS. The goal of the project was to enhance the efficiency of management of the enterprise’s core business owing to automation of collection and delivery of mail (correspondence and cargo), planning of optimal routes for couriers, and generation of current reporting.

The SCDM developed by CDC specialists on the basis of the Optimum SDK technology platform incorporates Optimum GIS (the ‘Delivery’ module), a geoinformation system, and Optimum GIS: Forwarder, a mobile application for couriers.

The tasks for collection and delivery of mail are received by the system from the ‘Spetssvyaz’ (Special Communications) unified information system. The SCDM distributes the tasks among couriers in an automatic mode (or the tasks are distributed manually by dispatchers) with consideration for a multitude of factors (traffic congestion, road graphs, geographical locations of delivery points, parameters of vehicles, start and end time of the working time of the courier, delivery time slots, etc.). The generated routes and tasks are rapidly sent to the couriers’ mobile terminals, rugged Samsung Galaxy Tab Active tablets that provide access to the data required for running the route; small-size scanners are employed for identifying mail using barcodes.

Generating optimal routes and grouping points of visits enables the company to minimize the time needed to fulfill the route and, as a consequence, to reduce the daily mileage of vehicles. Also, using barcode scanners enables one to reduce the time needed to receive mail at the beginning of the working day and exclude errors related to incorrect sending mail to a route owing to automated checks. The time of informing the enterprises’ clients about delivery of mail to the receiver has been slashed and the process of inputting information about new mail into the ‘Spetssvyaz’ united information system has been optimized.

FGUP GTsSS plans to expand the SCDM project to other Russian regions.
